Renowned agricultural scientist, Dr. Nelly Aggangan, led seven other outstanding sons and daughters of Ilocos Sur who were conferred the coveted Father Jose Burgos Awards in ceremonies held as part of the 7th Kannawidan Festival that began on 27 January and ended on 12 February.
